What do the Gulf oil spill tragedy, the construction of the world's largest solar energy production outside Dezhou, China, the possibility of another record-breaking summer heat-wave and a November ballot initiative that would suspend California's landmark energy and climate law have in common? They all underscore the need to speed our transition to a clean energy future and the fierce global competition to win the energy race.


Just as the information technology and telecommunications revolutions of the 1980s and 1990s drove a generation of new investment, the transformation of energy infrastructure on the platforms of efficiency and reduced carbon emissions represent drivers for innovation, economic growth, and job creation. However, the transition to a clean energy future will not be easy as it is fraught with significant technical challenges and economic and social costs.


California innovation is helping address these challenges - in the process, lessening our dependence on foreign oil, and dramatically reducing our global warming pollution. However, clean energy technologies have moved to the forefront of investments in other regions. For example, while U.S. clean-energy investments approached $19 billion last year, China invested nearly $35 billion. Further threatening our state's leadership in the clean energy economy is a November ballot initiative that would indefinitely suspend our state's landmark clean energy and clean air law - AB 32.
